JROTC Command Information Management System (JCIMS)

JCIMS provides the baseline capability for the Army’s more than 1,740 units JROTC units, 4,000 Instructors, and nearly 300,000 Cadets to sustain communications and connectivity with other Army organizations, the other Military Services and JROTC programs. It provides total support to management of JROTC Instructors and their mandated certifications, training, program establishment and resource management, including financial management, and processing of applicants to become Instructors, as well as JROTC Cadet Management and training, and support of community and service learning events.

It also provides the Army the capacity to maintain the JROTC program on a worldwide scale. JCIMS enablers the Command to execute processes, store and manage documents and records, provide resource accountability, and perform Human Resources processes. JCIMS:

  • Reduces manpower requirement needed to support JROTC programs
  • Provides a reporting system for a myriad of mandated reports with regard to JROTC programs for Congress, DOD, and DA when coupled with JUMS
  • Serves as a property management and accountability system for government property and equipment issued to the units for operational and logistical support of the program
  • Receives uploads of data exported from a client-side program used at each school to manage the high school Cadets. Uploaded information contains no specific Cadet information, but is information compiled for reports mandated by Congress and by the command.
  • Provides the JROTC Directorate staff, brigades, and the command with data aggregation from the uploaded reports and files to be used for further analysis of information.
  • Provides an automated application and process management system for nearly 6,000 Instructors and Retired Veterans applying to become Instructors when coupled with JQUIP.
  • Tracks the Instructors and their required actions to continue being trained and certified until he/she makes a decision to not work as an Instructor in the future or to retire from the school system.
  • Supports training requirements for the Retired Instructors in compliance with CCR 145-2.
  • Provides data for DFAS and pay action requirements.

JROTC Unit Management System (JUMS)

JUMS is an automated method that Instructors use for administering and managing Cadet records and submission of required unit reports. Instructors use JUMS to do the following functions:

  • Complete the annual school year set-up requirements.
  • Enter new Cadets into the systems (JUMS)
  • Manage Cadet promotions and awards
  • Assign Cadet roles and manage Cadet log-ins and passwords
  • Issue Cadet clothing and generate the Cadet clothing hand-receipts
  • Set-up and manage unit events
  • Complete and submit unit reports
Addition of 8th grade students (pre-freshman)
There are three options on school information page:
3 year program: 10-12 only
4 year program: 9-12 8th graders (pre-freshmen) are located in close proximity (same school grounds or within commuting distance). Transportation will not be covered by the US Army Cadet Command, JROTC.
5 year program: K-12, 8-12, 7-12 (schools) etc. 8th graders (pre-freshmen) are in the same physical school as 9-12.

8th grade Cadets will be added to LET 1 their 8th grade year, and will continue with LET 1 through their 9th grade year.
8th grade enrollment on enrollment reports will be 100%. If you have six (6) 8th grade JROTC Cadets physically in your school (5 year program), then the school enrollment for 8th graders (pre-freshmen) will also be six (6).
If you have six (6) 8th grade JROTC Cadets physically in your program, and two (2) magnet 8th graders (homeschooled or transported), your school enrollment for 8th graders will be six (6) and two magnet Cadets.

Magnet Cadets: Your magnet Cadets will not be entered into the ethnic breakout table or in the host school count, as they are not PHYSICALLY in the school.

* 8th graders are listed as pre-freshmen on enrollment reports

Grant Information

Grant information has been added to the school management page.

Based on Section 513 of the National Defense Authorization Act (NDAA), JROTC is required to collect information on grants to support science, technology, engineering, and math (STEM).

On the school information page, please click the corresponding radio button for receiving grants (Y/N). If you answer yes, you will need to enter total monetary amount and total federally funded amount.
DSL Account Notification Starting 21 January 2023, users who do not log into their DSL account at least once every 35 days via CAC AND username and password are subject to deactivation. You can obtain more information from your Brigade or District Staff.

JROTC Staff and Cadre JROTC staff and Cadre must have a DS Logon premium account or CAC card to access JUMS.

If you have a premium DS login account or a CAC card and cannot access or login to JUMS, please contact your assigned Brigade S6 for assistance. JROTC staff and Cadre account permissions for JUMS are assigned and managed in JCIMS by the brigade S6 staff.

The school name, business address, phone number, Superintendent, Principal names, and other school information reflected in BOLD in JUMS cannot be changed in JUMS. Official school information is maintained and updated in JCIMS by the Instructor Management Division. The school information in JUMS is auto populated and updated from the information entered in JCIMS.

If the school name or address is incorrect, DA Form 918B (Amendment to Application for Establishment of Army Reserve Officers' Training Corps Unit) is required to request the correction.

You must complete the form and mail it and 4 copies to your designated representative (either your Brigade or your Director of Army Instructor (DAI)).

To correct superintendent or principals names in JUMS, submit a letter on school letterhead, signed by a school official with the correct information through your brigade JROTC staff, to the USACC, JROTC Directorate, Instructor Management Division. Letters may be emailed to usarmy.knox.usacc.list.hq-jrotc-im@army.mil. Once Instructor Management Division updates the information in JCIMS, JUMS will update automatically. The instructions to correct this information is located in JUMS by navigating to Manage Unit/School Information and clicking on the blue information icons located adjacent to the Superintendent and Principal Names or by reviewing the JUMS User Guide, paragraph 2-2, Review and Update Information About the School.
The JUMS training website is a place where Instructors and Cadets can practice their JUMS skills without changing their production data. Each Monday, a copy of your Cadet data is placed on the JUMS training website for you to use, it's essentially a "mirror image" where you can't break anything. The site looks and functions just like production JUMS. Information entered into the JUMS training site will NEVER transfer to production JUMS.

JROTC Qualification of Instructor Program (JQUIP)

JQUIP provides an automated process for Retired Army Officers, Warrant Officers, and Non-commissioned Officers (NCOs) to submit information and documents required to be reviewed and assessed to qualify to become JROTC Instructors in JROTC programs in high schools and other secondary educational institutions in the United States and its territories and at DOD Educational Activities worldwide.

Applicants must have a Defense Manpower Data Center (DMDC) Defense Self Service Logon (DS-Logon) “Basic account” to use JQUIP. Those personnel, who do not have an account, may register to obtain one on the JQUIP login page. The instructions for a new applicant requiring a DMDC DS-Logon account are on the web site pages.

Important Information:
• Incomplete applications will be purged from JQUIP within 30 days of inactivity or 120 days after creation of application if not submitted.
• Each document must be uploaded to the correct tab, failure to do so may result in slower processing time or return of application.
• Applicant can request waiver through JQUIP application portal or seek brigade endorsement (prior to submitting application).
• Do not redact, encrypt, or password protect any documents when uploading to JQUIP, application will be returned without action.

Curriculum Manager version 3 (CMv3)

We're laying the foundation here. In this module we'll cover how to setup your CMv3 account, then we'll cover all of the steps needed to get access to the CMv3 home screen. This includes setting up your first curriculum plan (CP) and setting up your roster.

In this module we're going to familiarize ourselves with the new response device that comes with CMv3. We're also going to add and assign our response devices to the Cadets in our roster, finishing the foundational work.

CMv3 comes with many materials and example presentations with which you can frame your JROTC program. We'll take a look at where you can find these materials. We'll also take a look at the presentations environment and familiarize ourselves with navigation as well as find materials for each lesson.

CMv3 has 3 different methods of delivery for assessments. In this module, we'll go into detail on each assessment type and their uses.

While CMv3 provides some stock questions that can be used to make an assessment, to meet regulations we need to know how to make custom content. In this module we cover how to combine questions to make an assessment as well as how to make instructor-created questions.

This is your opportunity to put your touches on your program by customizing slides for your lessons and meeting JROTC regulations at the same time. We cover how to create new slides, use outside media in CMv3 and edit existing content.

Once your CMv3 environment is set to your liking, you'll begin using it in earnest. The reports menu will help show data for your CPs, custom resources and grades from your assessments.

This is a program that will work with our curriculum to allow Cadets to have an online portfolio, electronic learning materials, games and another tool to organize your JROTC program. We'll give you an overview of the website, how it functions and how you can incorporate it into your program.
